thats crazy. the guy was resisting and was belligerent so i don't think it was excessive but after the 3rd time he hit the guy with it he could have rushed in and handcuffed him easily.

That would be the wrong thing to do. It's an officer safety issue. Why rush in if the guy doesn't comply to the commands given. Eventually he will give in. The pain is only temporary.
