campaign.... GOW > RSLV
online play.... RSLV > GOW only because there are no ranks on GOW and you cant find your friends when you do ranked matches
fun factor.... GOW > RSLV
it all depends if you would rather play a realistic shooter or an addictive 3ps with bloods and guts.
id rather have GOW

The graphics on Gears of War is great. The single player is pretty fun also. It depends on how much you like Run & Gun/Spray & Pray games versus a tactical shooter. If you like running around with shotguns, taking cover from time to time for effect, but mostly just running around and shooting at everything, then Gears of War has it's moments. I'm sure there is a skill to the game somewhere, the online play can be fun, but for the most part it's really just a game with no strategy.
If you like games where you can aim at someone's head, pop off a round or 2, kill them, take cover, reload, find a new wall to hug so you can peak around and shoot someone else, while lobbing a grenade into a window to kill a camping sniper, then you might have more fun with Vegas. The graphics aren't as impressive as Gears of War, but I enjoy the game much more. Rappelling outside of a casino window and hanging upside down while popping off rounds from your pistol to kill the bad guys never gets old.

To go off of what Amen said. GOW online is far from realistic and a bit boring IMO. The Campaign mode is nice for GOW. Grafics are amazing too. It's a good game, I've played it before and liked it but I never bought it. GOW (Just because of the "pray and spray,Unleashing 100 rounds and chainsawing through some kind of mutant alien" also brings in a younger more immature crowd) Nobody wants to listen to some little puke with a scratchy voice like Elf Alfa from the rascals. Go off about what he would do to you're mom and screaming into the mic like someone just stole his bike. That can be very annoying.
RSLV has a more older fan base. Kiddys hate playing that game because it's real and you don't walk around with plasma pistols. You really have to be tactical with real type guns and a squad of 7 max to flank, plot and kill other people. Also the people at Ubisoft (game designers) know how popular this Tom Clancy game is in comparison to other Clancy's and shooters. They always putting out patches for glitches and are always looking to keep the game new and exciting with "map packs" and different things to keep the gamers coming back. I bought this game in November and I haven't gotten sick or put it down since. As Amen said it never gets old.
