It depends if the UN take any action first but seeing as China (an ally of N. Korea) is on the Security Council and would most likely veto any sanctions then I doubt the UN will do much.
If any action is taken by countries such as the US and UK then expect backlash from a number of countries including Iran who are also supposedly developing nukes. If anyone attacks N. Korea, no doubt Kim Jong Il will attack S. Korea sparking what could be WW3.

Does the UN ever do much? It's basically a worthless organization.

If nations came together and put their own interests aside when at the UN then things would happen. Some countries like to stay out of international affairs which is why the UN has little real power but without there would be a load of trouble and countries would revert back to the old colony system to build power.

Don't put anything past Kim Jung Il, hes possibly the craziest person of power in the world. Makes Rasputin look tame.
As fr the UN, if anything gets done its 98% US&UK, 2% the other countries. Don't get me started on the joke organization
