Like the lotto, You got to be in it to win it. Think of it this way, 1998 (10 years ago) the Jets were one game away from Super Bowl XXXIII. Now if from 1998 to 2007 the Jets made the playoffs every year that would make the Jets a more attractive place for free agents. Vets who knew they only had a few good years left (guys like Brett Favre) would be more open to coming to the Jets knowing they make the playoffs every year. Their chances of winning a title would be much better. Also your 1st round draft picks wouldn't threaten to do things like play baseball (Elway) or demand a trade (Eli), because the team has a history of making the playoffs. Now granted that means the Jets wouldn't draft early in the first round for 10 years (unless they make a trade to draft higher). But what good has that done the Lions, Browns, and Cardinals (maybe even the Jets) almost every year for 20 years? Drafting high doesn't always translate into success 4 or 5 years later.
Then I'm reminded of a QB that was groomed to be not only be the face of his franchise but the face of the NFL also, but he's sitting in prison right now, Michael Vick. When you draft a guy and groom him you never know what could happen that could keep him from being what you expect him to be. The Falcons put all their eggs in one basket and when Vick fell from grace, all their eggs fell with him and busted. Now they're starting over again with a new coach and new QB they have to groom. All the talent in the world doesn't mean this QB we groom will have a good head on his shoulders or be able to withstand the New York spotlight. He could have run ins with the law or just start to think his own shit smells like roses (i.e. Barry Bonds) and end up having his teammates hating him. Which could cost a coach his job, make another good player(s) run to another team, and just cause havoc and misery in the locker room.
So to answer the question I guess I'll take 10 years of playoff losses, because who's to know what would happen in year 11. My guess is we have a better chance of getting over the hump in year 11 than having a great QB and nothing else in year 5.

4)His life sucks and he takes it out on people who don't share in his views.
